Switch on cell phone remotely?

If the phone is actually turned off, there is no way any software can remotely turn it on. If its off there is no radio connection, so it could not even receive an SMS as a remote command. You might as well have the battery removed in that case.

Products that claim to turn the phone on and off remotely aren't really doing that. They are just fooling the user into thinking the phone is off, when it actually still remains on. Some people might think that's a good trick, but its not very secure because it just means the battery is going to drain because you thought the phone was off when it actually wasn't. Either way its kind of a marketing gimmick, because its obviously not possible to communicate with any device that is actually turned off.
