How ambient recording works

I am used to send an sms command in order to start an ambient recording, however I noticed something recently, sometimes the ambient recording starts right after I received sms confirmation, other times it does not start immediatly after receiving the sms confirmation.

 

So when I checked, I found that when the phone recevied the sms command for ambient recording, it was not connected to internet and only once it is connected to internet, the ambient recording starts processing. Is it a pre-requisite that the target phone is connected to the internet so that the ambient recording starts??!!!  This is knowing that it is a time sensitive command
