Target has just updated to Android 14.

Will there be a new version of Flexispy or can I install 4.28?

Hello, Good news!

We have recently released FlexiSPY version 5.1.2 which supports all devices including Android 14.

This version update also fixes the issue with indicators appearing while using RemCam, RemVid, and Ambient recording.

SpyCall in Android non-rooted with Android 14 not worked.

May we ask which update you are referring to? If you are referring to SpyCall, then yes, non-rooted Samsung devices running on Android 7-14 is now supported.
